ASSESSMENT OF THE POTENTIAL FOR TERRITORIAL DEVELOPMENT OF A COMMUNITY

The study is devoted to assessing the potential of territorial development of a community, since in modern conditions of decentralization, territorial communities have received significant autonomy in making decisions regarding their development. In this regard, there is a need for a deep analysis of the existing potential of the community to determine strategic directions for its growth. The main factors that determine the relevance of this process: decentralization requires a strategic approach to territorial management, limited resources require effective and rational use, growing competition between communities for investors and external assistance, demographic challenges and labor migration require finding ways to maintain the population, the need for integration into state and international support programs (USAID, DOBRE, U-LEAD). Thus, assessing the potential for territorial development is a basic stage for making effective management decisions and forming a long-term community development strategy. Solving the problems of assessing the resource capabilities of a united territorial community and determining its resource potential is relevant in modern realities and is due to the need for effective socioeconomic development of territories, ensuring the production of competitive and high-quality products, and implementing modernization and technical re-equipment of enterprises in various industries. The effectiveness, rationality and completeness of the use of the resource potential of the territory is the most important indicator of the quality of regional development management. This is due to the fact that the socio-economic development of a united territorial community largely depends on the size and efficiency of the use of its resource potential. The resources available in each subject of Ukraine, their incomparability and diversity, complicate the study of the relationship between the availability of resources in a united territorial community and the results of its economic development. In our opinion, it is important not only to determine the availability of certain resources, their specific characteristics, quality, but also the place and role of the community in the general system of the national economy.
