Research on Operational Optimization Decision-Making Methods for New Energy Alliances Based on Multi-Scale Balanced Cost Allocation

In order to realize load trimming and valley filling and balance load peak and valley power difference in real time, this paper combines the different power generation characteristics of new energy and traditional energy, proposes a multi-energy power supply method based on the collaborative optimization of wind power, photovoltaic power, hydropower and thermal power. The peak and valley energy blocks are used to determine the power undertaken by the consortium, and the Shapley value of the multi-scale dynamic cost optimization decision-making method is designed with a focus on the optimal allocation of internal resources within the alliance and the multi-agent power generation combination's multi-scale cost balance optimization. At the same time, the optimal power generation combination is selected based on the TOPSIS comprehensive evaluation model of grey relational degree and entropy weight to further improve the optimization. Case analysis shows that the operational mechanism of the multi-energy alliance can effectively mitigate the fluctuations in new energy output, substantially boost the share of new energy generation within the alliance, and enhance the overall economic performance of the alliance. This method provides a theoretical basis for the power generation planning, and combination optimization of cost control and power generation in decision of each entity in the alliance. It has important practical significance for the coordinated and efficient operation of multi-energy system.
