Exploration of Formal Housing Typology Livability Assessment in Surabaya Metropolitan Area: from Coastal Perspective

Abstract Livability is like a coin that has two sides; one is livelihood and the other is ecological sustainability as a derivative of the concept of sustainability. As employment opportunities in cities increase and urbanization rates accelerate, cities experience urban sprawl. This phenomenon is often considered unsustainable and can affect the livability of people living in peri-urban areas, sprawled to coastal areas. Surabaya Metropolitan Area is formed from the connection of urban characteristics between Surabaya City, Sidoarjo Regency, and Gresik Regency. Uncontrolled housing development has led to various problems, such as the creation of congestion, flooding, and others. Research that discusses livability in various housing typologies, especially in the Surabaya Metropolitan Area, were still minimal. Therefore, this research intends to explore the assessment of the livability level of each housing typology in the Surabaya Metropolitan Area from a coastal perspective. The research will based on descpritive analysis from various literatures. It was found that formal housing with area development of under 25 hectares is vulnerable to low livability level with more issues compared to other housing typologies. Although formal housing with area development of more than hectares is located near coastal areas are vulnerable to ecological impacts, the developers are able to maintain infrastructure quality and provide complete facilities. Formal housing in the Surabaya Metropolitan Area located near coastal zones still faces several issues that can impact the livability of its residents and the ecological sustainability of the surrounding area.
