THE ROLE OF STRATEGIC PLANNING IN THE CONTEXT OF SOLVING NATIONAL TASKS OF FOOD SECURITY
The study addresses the issue of inadequate scientific elaboration of the concept and nature of strategic planning, along with its importance for addressing national challenges. A comprehensive analysis has been conducted reviewing the principal ideas from different scientific schools concerning strategic planning. Key attributes and quality indicators have been identified, including: focus on desirable future outcomes, deliberate influence, enhancement of competitive strengths, consolidation of diverse stakeholder efforts, resource mobilization, consideration of both external and internal factors, and effective response to emerging challenges and threats. These elements elevate governmental economic governance to a higher level by mitigating potential market instability. Based on synthesizing widely recognized academic definitions, this research establishes that strategic planning represents a systematic approach aimed at justifying the desired state of the national economy and facilitating its realization through focused interventions directed towards specific planning objectives. Furthermore, it notes that advanced economies actively employ strategic planning instruments to establish enabling frameworks for sustainable industrial growth and overall economic expansion. Such mechanisms are instrumental not only in risk reduction but frequently serve to preempt looming socioeconomic crises. Particularly relevant is this discussion in relation to Russia’s current priorities regarding food security, where the newly formulated doctrine introduces ambitious goals centered around achieving both physical and economic access to essential goods aligned with reasonable consumption norms.
