Research on the Policy Dividends and Implementation Challenges of Guizhou Pharmaceutical E-Commerce under the Healthy China Strategy

在健康中国战略纵深推进背景下，本研究以贵州省为例，系统探究医药电商发展的政策赋能逻辑与实践梗阻机理。通过政策文本分析发现：贵州省依托“大数据 + 大健康”战略叠加优势，构建了涵盖市场准入开放、服务场景创新与特色产业培育的政策支持体系，有效激发医药电商在基层药品可及性提升、民族医药数字化转型等领域的实践价值。然而，政策协同不足引致的执行效能衰减、基础设施薄弱造成的服务供给断层、市场主体分化衍生的生态失衡等问题，制约着政策红利的充分释放。研究据此提出“制度重构–基建补强–生态优化–普惠深化”的四维优化路径，强调通过跨部门协同治理、智慧物流体系搭建、本土化市场培育及数字包容性设计，实现政策工具与区域特色的适配性创新。揭示了健康治理现代化进程中政策驱动与市场响应的互动规律，为西部欠发达地区依托数字技术破解健康资源失衡难题提供决策参考，助推健康中国战略的差异化实施。In the context of the deepening of the Healthy China strategy, this study takes Guizhou Province as an example to systematically explore the policy empowerment logic and practical obstruction mechanism of the development of pharmaceutical e-commerce. Through policy text analysis, it was found that Guizhou Province, relying on the advantages of the “big data + big health” strategy, has constructed a policy support system covering market access opening, service scenario innovation, and characteristic industry cultivation, effectively stimulating the practical value of pharmaceutical e-commerce in areas such as improving the accessibility of grassroots drugs and digital transformation of ethnic medicine. However, the decline in implementation efficiency caused by insufficient policy coordination, the service supply gap caused by weak infrastructure, and the ecological imbalance resulting from the differentiation of market entities are constraining the full release of policy dividends. Based on this, the study proposes a four-dimensional optimization path of “institutional restructuring - infrastructure strengthening - ecological optimization - deepening inclusiveness”, emphasizing the adaptive innovation of policy tools and regional characteristics through cross departmental collaborative governance, smart logistics system construction, localized market cultivation, and digital inclusive design. This study reveals the interactive law between policy driven and market response in the modernization process of health governance, providing decision-making reference for underdeveloped westren regions to solve the problem of imbalanced health resources through digital technology, and promoting the differentiated implementation of the Healthy China strategy.
