A Proposal for an Open, Secure and Flexible Platform for Smart, Cross-border, Municipality Services

In this paper we propose an open, secure, and flexible cross-border eGovernment platform for providing smart municipality services across different countries. The platform intends to facilitate secure communication and sharing of service between municipalities, enterprises, and citizens. In our approach, the goal is to design a generic platform that houses municipal services that are created, modified, and implemented, taking into consideration the stakeholder requirements and needs. Another goal is the wide adoption of eGovernment services with a security and privacy protection focus based on the demands and requirements of small and medium-sized towns. Some of the criteria we consider are the following: technical and architectural viability, importance of security and cross-border requirements, as well as actual and perceived benefits for stakeholders.
