Fuzzy Contribution Rate based Strategic Planning Portfolio Generation

To fulfill the capacity requirements of the planning project for system construction, we utilize a set of hesitant fuzzy linguistic terms to measure the evaluation information provided by experts. Based on the concept of the contribution rate of the system, we propose the concept of a fuzzy contribution rate. We then put forward a fuzzy contribution rate-based method for generating the strategic planning portfolio scheme. Firstly, the natural language conversion function is employed to transform the expert evaluation into fuzzy linguistic term sets. Subsequently, the fuzzy contribution rate of each hesitant fuzzy linguistic term sets is determined by the hesitancy function and quantitative scoring method. Finally, in consideration of the diverse categories of decision-makers, these are classified into three categories: Optimistic, prudent, and conservative. The maximum acceptable risk is then calculated as a constraint to optimize the scheme. Ultimately, a sample comparative analysis is performed to substantiate the viability and efficacy of the proposed methodology.
