Digital transformation in education has led to a growing emphasis on the role of teachers as pivotal agents of change in the field. The extent of their digital competence is poised to significantly influence the efficacy of pedagogical practices. In the contemporary digital age, digital competence has emerged as a pivotal skill set for educators specializing in ideological and political theory courses at the collegiate and university levels. This dissertation undertakes a detailed analysis of the connotation and structure of digital competency, culminating in the construction of a four-level framework. This framework encompasses the base layer, the application layer, the innovation layer, and the value layer, derived from the theory of competency quality and its model. Furthermore, drawing upon the four-level structure of digital competence and big data technology, the assessment process and salient considerations for cultivating teachers' digital competence are discussed in greater detail. This provides a point of reference for developing and nurturing the digital competencies of teachers of ideological and political theory.
