Regional Fairness Audit of Educational Informatization: Construction and Application of a Dynamic Evaluation Framework for County-level Resource Compliance
The deep integration of big data and Education Informatization 2.0 provides technical support for the balanced development of regional education. This study takes “county · province” as the audit and evaluation unit, and constructs a dynamic audit and evaluation framework based on time series data and different-driven empowerment, aiming to promote regional fairness in educational informatization through resource compliance monitoring and solve the problems of regional imbalance and insufficient resource allocation efficiency. By collecting multi-dimensional data (including seven indicators such as planning, facilities and resources) of 15 counties for six consecutive years, combined with the temporal three-dimensional data table and the dynamic weight algorithm, a two-way comparative analysis in both vertical and horizontal directions was achieved. Empirical evidence shows that the framework can accurately identify the shortcomings of resource compliance (such as County H achieving a ranking leap through policy support), and classify the types of regional equity development, providing a scientific basis for educational decision-making. The research verified the practical value of the dynamic auditing framework in the verification of resource compliance and the improvement of regional fairness, providing a scalable technical path for the modernization of educational governance.
