Research on evaluation of emergency management capability of major emergencies based on fuzzy network analysis

With the acceleration of globalization, major emergencies occur frequently and have far-reaching impacts. Effective emergency management capacity evaluation is essential to improve response capacity and reduce disaster losses. However, the traditional evaluation methods have some problems, such as strong subjectivity and inconsistent standards. In this paper, an evaluation model of emergency management capability based on fuzzy network analysis is proposed to solve the uncertainty and fuzziness problems in traditional methods. First, an evaluation index system covering emergency preparedness, response, resource allocation, information management, social mobilization, recovery and reconstruction was constructed. Then, combined with fuzzy comprehensive evaluation and analytic hierarchy process (AHP), the fuzzy logic operation is used to deal with the fuzziness of the indicators, and the weights of the indicators are reasonably allocated, and the comprehensive scores of the emergency management ability of various regions and departments are finally obtained. This study provides new ideas for improving emergency response ability, optimizing resource allocation and improving emergency management strategies.
