Deconstructing and Reshaping: Pension Insurance Participation of Flexible Employment Groups in New Businesses Blockage Resolution and Optimisation Path

近年来，新业态经济蓬勃发展，灵活就业规模迅速扩张，然而我国人口老龄化进程也在加速，这使得灵活就业人员的养老保险问题成为社会关注焦点。本文聚焦新业态下灵活就业群体养老保险参与问题，通过梳理政策变迁、分析参保现状，揭示出其在政策与制度、执行、企业、个体等层面存在的参保困境，深入剖析原因，并提出针对性的优化策略，旨在疏解参保堵点，完善我国社会保障体系，以满足在新兴就业形态下灵活就业人员参保的现实需求，促进社会公平。In recent years, the new business economy is booming and the scale of flexible employment is expanding rapidly, however, the aging process of China's population is also accelerating, which makes the issue of pension insurance for the flexibly employed people become the focus of social attention. This paper focuses on the pension insurance participation of flexible employment groups under the new industry, through combing the policy changes, analysing the current situation of participation, revealing the difficulties of participation in the policy and system, implementation, enterprises, individuals and other levels, analyzing the reasons in depth, and proposing targeted optimization strategies, aiming at solving the blockage of participation, perfecting China's social security system, in order to satisfy the realistic demand of the flexible employees' participation in insurance under the new employment pattern. The aim is to solve the blockages of insurance and improve China's social security system, so as to meet the real needs of flexible employees’ insurance participation under the new employment pattern and promote social equity.
