MEDIDAS CABÍVEIS PARA CONTENÇÃO DA EXPANSÃO DAS FACÇÕES CRIMINAIS NOS PRESÍDIOS ESTADUAIS DE PORTO VELHO

This study investigates the public policies and legislative measures adopted to contain the expansion of criminal factions in the state prisons of Porto Velho, Rondônia. It analyzes factors such as overcrowding, structural deficiencies, and high rates of recidivism, which favor the activities of organizations like the PCC and Comando Vermelho. Besides assessing the impact of these factions on public security and inmate rehabilitation, the study proposes strategies to improve state control, strengthen law enforcement, and reduce criminal influence in prisons. The central problem of the research is to identify measures that can be adopted to contain the expansion of criminal factions in Porto Velho’s state prisons, ensuring order and effective rehabilitation of inmates. The findings indicate that isolated repressive measures are insufficient to curb the growth of these organizations. It is essential to implement structural actions, social reintegration programs, and integrated public policies to strengthen the prison system and reduce recidivism. The research examines the effectiveness of actions already implemented, including increased legislative rigor and enhanced prison security, and suggests adjustments to optimize penitentiary management. Additionally, it proposes preventive and corrective measures, such as investments in infrastructure, social reintegration programs, and greater cooperation among public agencies. The aim is to contribute to the formulation of more effective public policies, which can be replicated in other states and assist in reducing crime rates. The study also seeks to enrich academic literature by providing insights for a more integrated and efficient approach to combating organized crime within the prison system.
