Structural and Functional Characteristicsof the Social Security System of the BSSR (1943–1945)
The article is devoted to the formation of the social security system of the BSSR in the first post-war years. The article examines the areas in which the Union and Republican governments made the most important decisions that determined the content and development of state support for the most vulnerable segments of the population. Particular attention is paid to the formation of the structure and staffing of social security agencies. It is noted that by 1945 it already represented a steadily operating and understandable structure for the population with a staffing table, departments organized by main types of activity, areas of responsibility, powers and subordination. At the same time, work in this direction was not without shortcomings. There was a personnel problem. The shortage of specialists with at least some work experience, appropriate qualifications, sometimes just a sufficient level of education, negatively affected the quality of social assistance, complicating the already difficult situation caused by the post-war reality. Nevertheless, consistent and systematic work was carried out in this direction.
