Desentralisasi Pengelolaan Pendidikan Menengah di Indonesia: Dampak, Tantangan, dan Implikasi Kebijakan

This study examines the decentralization of secondary education management in Indonesia, particularly the transfer of authority from district and city governments to provincial governments, aiming to improve educational equity and administrative efficiency. Using a systematic literature review and qualitative-descriptive method, this research explores variations in implementation across regions, impacts on resource distribution, and coordination mechanisms. The findings show that in provinces with strong administrative capacity, decentralization improved teacher training, resource allocation, and infrastructure planning. However, in less prepared regions, issues such as delayed funding, unequal access to qualified teachers, and infrastructural deficits have worsened inequalities. The study highlights the importance of adaptive policies, local capacity building, and integrated governance. The findings contribute to the understanding of decentralized educational governance and recommend differentiated policy approaches tailored to regional needs.
