Breaking the Impasse: Challenges and Strategic Explorations in Megacity Community Governance—Based on the Empirical Analysis of Beijing’s “Street Blows the Whistle, Departments Report, Immediate Response to Complaints” Initiative

With the acceleration of urbanization, megacities, as pioneers of deepening reform and important engines of regional development, play a pivotal role. Under the backdrop of megacities characterized by large population bases and high social mobility, community governance faces multiple challenges including fragmented governance entities, atomized governance objects, isolated information silos, and the complex context of risk interconnectivity. To explore solutions, this study focuses on the mechanism and logic of Beijing’s “Street Blows the Whistle, Departments Report, Immediate Response to Complaints” initiative, employing case analysis to dissect its innovative practices in community governance. The research finds that Beijing effectively addresses the multiple challenges of community governance in megacities under complex conditions through the deep integration of mechanism reconstruction, demand responsiveness, subject collaboration, and technological empowerment. Based on these findings, this study proposes strategic recommendations, including enhancing the capacity of the “red engine”, reconstructing the subject responsibility system, consolidating diverse governance entities, and improving smart governance levels. These recommendations aim to provide universally applicable governance pathways for the modernization of community governance in megacities, thereby advancing the refinement and capacity building of community governance in such contexts.
