European Union–Argentina Cooperation in Human Rights Campaigning through “ECE” (Encuentro De Cine Europeo En Argentina) XIX Edition 2023

Human rights are inherent in every individual and are included in the international agenda, so the state is obliged to guarantee that citizens obtain these rights. Seeing the condition of human rights in Argentina from year to year, which has not decreased until 2023, is a concern. The European Union, as a cooperation partner of Argentina, has an annual European Film Encounter (EUFF) program that features a festival and film screening with a different theme every year by using descriptive qualitative research methods with primary and secondary data from document study and visual analysis. This research uses the theory of human rights and soft diplomacy. The concept of soft diplomacy uses a cultural and public approach to analysis. The result of this research is the approach taken by the European Union through the European Film Encounter (EUFF) in campaigning for human rights using soft diplomacy. By analyzing the form of soft diplomacy used, it seeks an approach with cultural aspects and public attention in the European Film Encounter (EUFF) in 2023 in Argentina with the agenda of campaigning for human rights.
