LEADER RURAL DEVELOPMENT APPROACH IN SERBIA: PROGRESS AND CASE STUDY OF THE MAČVA REGION

The LEADER approach is a key instrument of the EU’s rural development policy, emphasizing bottom-up governance, local action groups (LAGs), and community-led initiatives. In Serbia, as a candidate country for EU accession, implementing the LEADER approach presents both opportunities and challenges. This study examines the progress of LEADER policy measures in Serbia, with a particular focus on the Mačva Region as a case study, evaluating their effectiveness in fostering rural development and community engagement. The research employs a mixed-method approach, combining qualitative and quantitative data. A review of policy documents and national rural development reports is complemented by interviews with key stakeholders, including policymakers, local action group members, and rural community representatives. Additionally, statistical data on LEADER project funding, participation, and socio-economic impact in Serbia and the Mačva Region are analyzed to assess progress and implementation efficiency. Preliminary findings suggest that while Serbia has made progress in aligning its rural development policies with the EU framework, several structural and administrative barriers hinder the full implementation of LEADER principles. Challenges include limited financial resources, institutional capacity gaps, and uneven development of local action groups across regions. The case study of the Mačva Region highlights both obstacles and success stories, demonstrating the potential of LEADER to enhance rural resilience, local entrepreneurship, and sustainable development when adequately supported. The study highlights the need for policy adjustments, increased funding mechanisms, and stronger institutional frameworks to fully integrate the LEADER approach into Serbia’s rural development strategy. Recommendations include strengthening stakeholder cooperation, enhancing capacity-building programs, and adopting best practices from EU member states. These insights contribute to the broader discussion on adapting EU rural development policies to candidate countries, with the Mačva Region serving as a reference for localized implementation challenges and opportunities.
