Legal regulation of mobilization training and mobilization and its protection by means of administrative tort norms

The article establishes that the legal regulation of mobilization training and mobilization in Ukraine is carried out at the national, local and local levels. At the national level, the legal regulation of mobilization training and mobilization is carried out by acts of the President of Ukraine, the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, ministries, the General Staff, the National Security and Defense Council of Ukraine and other state authorities whose activities extend to more than one region. In regions and districts, the legal regulation of mobilization training and mobilization is also carried out by local state administrations and centers of recruitment and social support of the corresponding level. At the local level, the legal regulation of mobilization training and mobilization is also carried out by regional and district centers of recruitment and social support. In cities, villages and towns, the legal regulation of mobilization is carried out by the executive bodies of city, village and town councils, which are entrusted with a wide range of powers in the field of defense work in the field of mobilization preparation and mobilization. The latter ensure the organization and participation in the implementation of measures related to mobilization preparation, territorial defense and civil protection in the relevant territory; reservation of military personnel for the period of mobilization and for wartime; mobilization of human, transport and other resources during a special period and exercise other powers in accordance with current legislation. In addition to the local level, legal regulation of mobilization training and mobilization is carried out at the local level, i.e. directly at enterprises, institutions and organizations, within which the heads of the relevant legal entities issue orders, which, if necessary, may relate to mobilization training and mobilization and be mandatory for military personnel working in the legal entity. This also includes orders from commanders of military units.
