Peculiarities of public communication of the National Police

The article deals with the peculiarities of public communication of the National Police in the context of current legislation. The topic is relevant because public opinion at the legislative level is one of the official criteria for assessing the activities of police units. The methodological basis of the study is general scientific methods (systemic, structural and functional analysis, synthesis, generalisation, comparison), comparative and historical, typological, and statistical analysis. It is determined that the key area of transformation of public communication between police authorities and civil society institutions in the context of digital media is attempts to create and implement mechanisms, tools and conditions for the transition from information influence on citizens to building communication with them as a mandatory component of partnerships and a factor in improving the efficiency of official activities. The achievement of this goal depends on the successful response to institutional challenges related to the need to form a communication culture focused on discussion and cooperation between citizens and police officers; use of the potential of modern artificial intelligence technologies; development of analytical and innovative research in the field of public communications management in the digital environment; and adherence to the principle of transparency in the online and offline activities of territorial police bodies. The obligation of territorial police bodies to create official pages on social media platforms will help speed up the process of bilateral public communication. With the change in forms of communication and the development of digital platforms, the police have more opportunities to increase transparency and feedback from citizens. The possibility of organising a dialogue and partnership form of interaction between the National Police and stakeholders in the public communications space is based on the concept of ‘public value management’ and the network theory of the state, as well as on a synthetic combination of procedural-communicative and systemic-communicative approaches.
