The Safe City system as a tool for monitoring compliance with transport legislation

The article is devoted to the study of the Safe City system as a promising tool for monitoring compliance with transport legislation. The paper analyzes modern video surveillance technologies, data processing systems and their role in preventing and eliminating violations in the transport sector. The research methodology is based on the analysis of scientific works and specialized sources, a comparative analysis of foreign (Singapore, Great Britain and China) and domestic experience, as well as an expert assessment of the effectiveness of existing solutions. The results obtained allow us to develop recommendations for improving the Safe City system in the context of ensuring road safety and increasing the effectiveness of monitoring compliance with transport legislation, which is of practical importance for state administration bodies and law enforcement agencies. This paper considers both technical and organizational aspects of the application of the Safe City system in the context of monitoring compliance with transport legislation. The study analyzes modern technological solutions, considers models of their implementation and assesses the effectiveness of existing systems taking into account the specifics of Ukrainian conditions. The main hypothesis is that the use of integrated monitoring systems will optimize the processes of responding to violations, increase the level of road safety and contribute to more effective use of law enforcement resources. The directions of further development of the Safe City system for Ukraine are outlined: integration with the platforms «Diya», electronic ticket and transport traffic analysis; expansion to rural united territorial communities; use of drones and thermal imaging equipment to record violations at night. The presented study is a relevant contribution to the development of comprehensive measures aimed at increasing the efficiency of monitoring compliance with transport legislation, which in the future will allow reducing the number of violations and accidents on the roads and ensuring the stable functioning of the transport system in the face of modern challenges.
