Strategies to encourage data owners to self-archive data sets

Purpose This study aims to explore the solutions taken by the Indonesian National Research and Innovation Agency (BRIN) to encourage researchers to independently upload their data sets to repositories. BRIN developed a self-archiving-based data repository called the National Scientific Repository (RIN). Design/methodology/approach This research uses a case study approach. BRIN has attempted to encourage researchers to conduct self-archiving, including through policy formulation, implementation of socialisation and technical guidance, infrastructure development, services creation and management of these activities. Findings The approach that needs to be developed in RIN is not only technical, such as features of building data traceability, infrastructure stability, data security and reliability of the search system but also persuasive approaches such as awarding awards to data owners and increasing staff involvement in collaboration with research centres. Meanwhile, BRIN’s strategy that other institutions can imitate is to synergize with other programs, such as research funding programs. This strategy is considered to be the most effective strategy for encouraging researchers to enter their data sets independently. Research limitations/implications This is a case study focusing on the BRIN data repository. Originality/value Addressing data owners’ reluctance to self-archive data sets in repositories.
