Evaluating the flooding prevention solutions in Northern VietNam’s urban areas by the Quality Function Deployment model
The rapid pace of urbanization in the country has led to the development of numerous new urban areas, resulting in frequent and increasingly intense urban flooding, causing significant economic and social consequences. Using the Quality Function Deployment (QFD) model, with the core framework being the House of Quality (HOQ), 15 experts from various fields were selected for the survey to identify seven objectives, six solutions, and eight key characteristics of the flood prevention projects in some major cities. By constructing a comprehensive HOQ model, the correlation between the proposed flood prevention objectives, characteristics, and solutions were evaluated by experts using specific measurement scales. Based on this analysis, the objectives and solutions of the flood prevention project were assessed, ranked by priority, and assigned levels of importance.
