Expert-Recommendation System for Assessing and Improving Airmen's Language Skills Following International Standards
A study of developing an expert-recommended system for assessing and improving the language abilities of individuals for aviation activities according to the International Civil Aviation Organization (ICAO) standards in the context of ensuring the safety and efficiency of aviation activities has been conducted. The expert-recommended system consists of three stages of assessment based on the following approaches: a model for the formal evaluation of airmen's language abilities according to ICAO standards, a fuzzy expert model for the level of language abilities evaluation, an aggregated model for deriving recommendations for improving the language abilities of individuals for aviation activities according to international standards. The study is based on the modern mathematical theory of fuzzy logic and fuzzy sets, expert assessment, and intellectual analysis of knowledge. The system makes it possible to obtain an evaluation of the language abilities of individuals according to ICAO standards, as well as the linguistic level of the abilities of individuals for aviation activities and recommendations for optimal ways to improve language abilities. The expert-recommendation system was verified on 1116 accurate data of 93 applicants from the Language Assessment Body 009 certified by the Transport Authority of the Slovak Republic at the Faculty of Aeronautics of the Technical University of Košice (FA TUKE). The proposed system is usable in all similarly certified bodies for these purposes.
