El Señor Monopresidente

This paper presents the critical figure of the mono president, the outstanding authority in South American systems of government. This public servant is constitutionally empowered with an enormous variety of regulated competencies to lead and face the public process of community governance. The exercise of the presidential function will require unity, concentrationand hegemony to carry out the leadership and responsibilities conferred. This imposing sum of powers disrupts a dialectical construction of democracy. Thus, increased hyper-presidentialism constitutes a major problem for a general theory of the constitution. The authoritarian bias can grow and even degenerate into an elective autocracy, as was and is observed today. The text proposes that a significant, deep and rational attenuation of the model, through reform, would encourage participatory and inclusive democracy of the whole citizenry for self-government.
