The study of international experience in personnel management allows us to assess the effectiveness of social assistance in different conditions. Limited funding for social welfare institutions leads to staff shortages and work overload. However, their effectiveness depends on staff training, planning, and resource management. The study focuses on the human resources management system in social protection in Poland and its adaptation options in Ukraine. The article analyzed the problems of social assistance centres, the structure and challenges of human resources management in Poland, and the role of European projects in developing social services. Common problems between Poland and Ukraine are described, and the possibility of adapting Polish approaches to reform the Ukrainian social protection system is discussed. The article offers practical recommendations for the implementation of European standards in Ukraine. The analysis is based on statistical data and a SWOT analysis of social projects in Polish assistance centres. Project activities are becoming integral to Polish social assistance centers of all levels. It is impossible to imagine any institution in the field of social security, social assistance that does not participate in project competitions, participate in the processes of finding financial resources from EU funds. It should be remembered that the requirements for project applications are complex, require significant participation of employees of social assistance institutions.
