Collaborative Approaches to Cybersecurity in the Financial Sector: Enhancing Resilience through Public-Private Partnerships in Oman

This study explores the role of collaborative approaches in enhancing cybersecurity resilience within Oman's financial sector, with a focus on public-private partnerships (PPPs). As digital transformation accelerates globally, Oman is striving to secure its digital infrastructure to align with the objectives of Oman Vision 2040. This vision includes the development of a secure, resilient, and diversified economy, where the financial sector plays a critical role. The study examines the government's strategic initiatives, such as the National Digital Economy Strategy and the Personal Data Protection Law (PDPL), alongside public-private collaborations that include key players like Oman Data Park and global technology providers such as Huawei and Trend Micro. By reviewing national and international cases, this research emphasizes the importance of PPPs in strengthening cybersecurity efforts, ensuring the protection of critical financial infrastructures, and promoting sustainable digital growth. The partnerships foster knowledge-sharing, threat intelligence, and the implementation of cuttingedge cybersecurity technologies, which are vital for combating the increasingly sophisticated nature of cyber threats. The findings suggest that while Oman has made significant progress in cybersecurity, there remain challenges in areas such as information sharing, capacity building, and adaptive regulatory frameworks. The study concludes that continuing to build on PPPs, embracing emerging technologies, and adapting to the evolving global cyber landscape will be key to Oman's success in securing its digital economy and financial sector. This research contributes to the growing body of knowledge on cybersecurity, particularly in the context of developing economies, and provides insights into the effective use of collaborative approaches for cybersecurity resilience
