IMPACTOS DA LEI Nº 14.133/2021 E DESAFIOS NA ADMINISTRAÇÃO PÚBLICA: UM ESTUDO DE CASO NO ESTADO DO ACRE.
ABSTRACT This study analyzes the evolution of the public procurement system in Brazil, focusing on the changes introduced by Law No. 14,133/2021 and its impact on public administration. The main objective is to assess the challenges and benefits of this new legislation, particularly in the context of contracts carried out by the State of Acre. The scientific relevance of the article lies in the need to understand how the modernization of procurement processes influences efficiency, transparency, and cost-effectiveness in public purchases. A qualitative and descriptive approach was adopted, based on documentary research and a comparative case study between procurement No. 172/2023 from the Acre State Health Department (SESACRE) and procurement No. 15/2023 from the São Paulo State Court of Auditors (TCESP). The results indicate that, although Law No. 14,133/2021 has introduced advances in the digitalization and control of procurement, its implementation still faces challenges, such as logistical difficulties and a lack of technical training, especially in states with less developed infrastructure. The comparative analysis shows that states with greater strategic planning and a well-established digital structure achieve higher competitiveness and cost reduction in procurement processes. The study reinforces the importance of training public agents and strengthening governance to ensure the effectiveness of the new legislation. As a suggestion for future research, it is recommended to expand quantitative studies on the impact of Law No. 14,133/2021 in different regions of Brazil to improve public policies and best practices in procurement. Keywords: Public procurement. Law No. 14,133/2021. Public administration. Transparency.
