DIAGNOSTICS OF THE INNOVATIVE POTENTIAL OF PORT ACTIVITY ENTERPRISES IN THE CONDITIONS OF SUSTAINABLE DEVELOPMENT
This article examines the innovative potential of Ukrainianseaport enterprises under severe security and financial constraints. The focus lies on identifying critical challenges arising from warfare-related disruptions, infrastructure destruction, and limited investment, as well as on assessing the preparedness of port operations for adopting cutting-edge technological solutions. The main goal is to evaluate the ability of Ukrainian ports to implement digital and «green» innovations, while developing an adapted methodology for diagnosing this capacity under the volatile conditions of the wartime and post-war periods. The study integrates a comparative analysis of statistical data on port activities, an expert survey targeting practitioners and industry stakeholders, and a review of international best practices. This multifaceted approach highlights the current level of technological adoption, financial allocations toward modernization, and the prevailing ecological and security factors influencing the sector’s innovation readiness. The findings reveal that conventional diagnostic frameworks only partially capture the unique risks faced by Ukrainian seaports, including physical destruction of assets, volatile cargo flows, and cybersecurity threats. The research underscores the necessity to incorporate security indicators, environmental performance metrics, and measures of rapid recovery capabilities into standard evaluation procedures. Enhanced collaboration with foreign partners, greater integration of automation and digital platforms, and strategic deployment of green technologies are identified as pivotal for rejuvenating Ukraine’s port industry. The proposed methodology and findings can be employed by port authorities, government agencies, and international investors to develop targeted innovation strategies, optimize resource allocation, and refine risk assessment models. The evidence-based insights aid policymakers in formulating balanced interventions that bolster resilience and long-term sustainability.
