Social service representing the interests of internally displaced persons as a vulnerable population category
The article defines the essence, content and specifics representation of interests as a social service provided to internally displaced persons, taking into account their needs and the capabilities of the host community. Representation of interests is defined as a basic, simple social service that involves providing assistance to individuals and families in difficult life circumstances, in particular among IDPs. It is noted that the internal displacement of persons that occurred as a result of the war involves external intervention by the community in their difficult life situation, which they cannot cope with on their own without outside help. It is emphasized that in war conditions, the integration qualities of the host community are formed when there are insufficient socio-cultural conditions for the integration of IDPs. The specifics of individual (ensuring the rights of a specific person with the status of IDP as a recipient of social services) and collective (protection of the rights and interests of IDPs as a socially vulnerable group of the population) representation of IDP interests, its main principles, are revealed. It is emphasized that individual advocacy has a more local scope of action, while collective advocacy is closely related to the process of lobbying interests, which consists in establishing a connection between the subjects of interaction regarding the provision of information about vulnerable categories of the population that require state support. It is noted that advocacy is considered not only as providing assistance to IDPs taking into account their needs, but also as a struggle for reforming legislation and social programs, expanding existing ones and promoting new social services for IDPs, which will increase the level of their integration in the host community.
