Governing a Fragmented World: Law, Trade, and Innovation in the Global Order

Abstract: This research paper explores the challenges and opportunities of governing an increasingly fragmented global landscape, where legal pluralism, trade divergence, and rapid technological innovation intersect. As traditional multilateral frameworks face erosion and new power centers emerge, the coherence of international trade law and governance is under strain. Drawing on recent literature and empirical analysis, the study investigates how disparities in legal systems affect global trade flows, innovation diffusion, and institutional trust. Through regression modeling and comparative case analysis, it demonstrates that higher legal interoperability correlates with increased innovation output and more stable trade integration. The paper argues for a reimagined global legal order that embraces regulatory adaptability, promotes inclusive development, and strengthens cross-border legal coordination to foster resilience, equity, and technological progress. Keywords: legal fragmentation, global trade, innovation governance, international law, legal interoperability, multilateralism, regulatory divergence, global economic order, institutional innovation, rule of law
