INFLUENCE OF LIMITED STAKEHOLDER ENGAGEMENT IN THE ADOPTION OF PEPMIS BY THE KIGAMBONI MUNICIPAL COUNCIL
The study aimed to identify the influence of limited stakeholder engagement in PEPMIS adoption by the Kigamboni Municipal Council. The study employed a descriptive research design and used a sample size of 307 drawn from the target population of 1531 comprising employees of the Kigamboni Municipal council. Also, the study used both qualitative and quantitative research approaches, and data were collected through semi-structured interviews and questionnaires. In addition, data were analysed using the SPSS tool, where the findings were presented in graphs and charts. In addition, the study conducted a correlation analysis to determine the relationship among the variables. The study found that limited stakeholder engagement scored the mean of 4 out of 5 indicating that limited stakeholder engagement is the challenge facing Kigamboni Municipal council in adopting PEPMIS. Moreover, the correlation analysis revealed a negative relationship between limited stakeholder engagement and adoption of PEPMIS (p < 0.05), suggesting that a decrease in stakeholder engagement leads to a decrease in the adoption of PEPMIS. Therefore, the study recommended that the public organisations should prioritise the stakeholder engagement through training and capacity building sessions that seek to overcome the challenges that hinder the adoption of PEPMIS in local government Authorities. Furthermore, training and capacity building will enable the government to enhance stakeholder engagement and ensure user satisfaction while maximising the positive impact of PEPMIS on organisational performance.
