The Stagnant Development of Accessible Picture Books for Visually Impaired Children: Challenges and Pathways—A Qualitative Study Based on In-Depth Interviews at the Beijing School for the Blind

In response to the sluggish development of accessible picture books for visually impaired children in China, this study conducted in-depth interviews and multi-case qualitative analyses with visually impaired children, their parents, and professional teachers at Beijing School for the Blind to explore structural constraints and optimization pathways. The research found that the challenges stem from structural issues including alienation of sensory narratives, insufficient technological adaptation, marketization paradox, and fractured responsibility chains. These contradictions reflect deeper systemic problems of techno-centric alienation and the disintegration of social support systems, revealing that the production logic is fundamentally efficiency-driven rather than demand-driven. To address these barriers, the study proposes a three-dimensional breakthrough framework: “specialized production - digital-intelligent technological empowerment - construction of social collaboration mechanisms”. This approach aims to advance cultural inclusivity from symbolic coverage to substantive justice, thereby facilitating the implementation of the 14th Five-Year Plan for Enhancing Special Education Development.
