Flexibility Dispatch in Distribution Systems considering TSO-DSO coordination
Distribution Networks with high DER integration can provide energy and ancillary services to the Transmission Network under an appropriate coordination scheme. The distribution system operator(DSO) coordinates with the transmission system operator(TSO) with aggregated bids/offers to sell/buy energy and capacity. The DSO receives an activation signal from the TSO to dispatch the acquired capacity after clearing the energy markets. In this paper, a flexibility dispatch problem is solved to analyze the participation of DERs in providing ancillary services under a hierarchical coordination scheme. After clearing the energy market, the DSO solves a Second Order Conic Programming(SOCP) based Optimal Power Flow(OPF) to dispatch DERs offering competitive prices. A multi-period OPF based on current market timelines is formulated to consider the ramp limits of DERs. Case studies are carried out on the IEEE 33 bus radial network to show the results.
