Collaborative Planning Method of Multi-Regional Integrated Electrical and Natural Gas Systems for Low-Carbon Economic Development

In response to the growing shortage of fossil fuels, this paper presents a collaborative planning method for multi-regional integrated electrical and natural gas systems (IENGS), aimed at low-carbon economic development. First, the paper proposes environmental costs under a joint carbon-green certificate trading mechanism. Then, a low-carbon configuration model for IENGS is developed, which accounts for full life cycle costs. Finally, the problem is broken down into three solvable sub-problems for the transmission, distribution, and natural gas networks based on the ATC algorithm, to minimize economic and environmental costs for optimal system configuration. Numerical tests on a 23-node power grid and a 30-node natural gas network verify the effectiveness of the multi-regional planning model in a low-carbon environment.
