Disturbance Factor Measurement and Whole Process Control Technology for Grid Infrastructure Project Investment Balance
As China's power grid continues to develop and power system reforms advance, investment projects in power grid infrastructure are increasingly facing diversified disturbances and challenges in supervision. This paper proposes a disturbance measurement and whole-process control technology designed to ensure balanced investment in power grid infrastructure projects. Firstly, based on historical and key project databases, a project progress diagram representing both expected and actual execution of each project is established, allowing for statistical analysis of deviation sources and ranges. Secondly, using the PESTR analysis model and the deviation source statistical set, internal and external disturbances affecting the project execution process are identified from both the internal and external environments of the power grid. Key disturbances are refined through the grey correlation analysis method. Simultaneously, for different stages of project execution, a project control index set is established based on the Triple Rate Integration and the deviation range statistical set. Key indicators are screened using the minimum mean method and the maximum extreme difference method, with the relative weights of each indicator level determined through subjective and objective weighting methods. A whole-process control model is established to assess the risks of projects across various voltage levels. Finally, the explanation structure model is used to analyze the transmission chain of multi-dimensional disturbances, and the influence path between disturbances and control indicators is mapped through a quantitative analysis model, thereby constructing a quantitative analysis model for balanced power grid investment under multiple disturbances.
