A Pricing Mechanism and a Cost Diversion Optimization Method for Designing a Standalone New Energy Storage Power Station
New energy storage is both an important technology and a piece of critical equipment supporting new power systems. A reasonable and effective pricing mechanism is the key to the development of new energy storage. In this paper, research is conducted on the pricing mechanism of a standalone new energy storage power station, and the exploration into the pricing mechanism of energy storage power stations in China is discussed, finding that, for energy storage power stations, neither the regulated pricing model nor the standalone participation in the electricity market can support the large-scale commercialized application of such power stations. Based on equal responsibility, power, and interest of all stakeholders, a pricing mechanism and a cost diversion optimization method for designing energy storage power stations, based on the transfer factor, are proposed and explained by case study. The result shows that the transfer factor can effectively distribute the incomes from energy storage capacity and the electricity market, thus guaranteeing a balance of income among the stakeholders.
