Distributionally Robust Collaborative Scheduling Strategy for Provincial-Regional Grid under High Penetration of Renewable Energy

To address the environmental and ecological challenges caused by the overuse of traditional fossil fuels, renewable energy sources (RESs) are increasingly being integrated into power systems to achieve low carbon emissions. However, the uncertainty and intermittency of RESs present significant challenges to grid stability. This paper introduces a provincial and local collaborative dispatch method based on distributionally robust optimization (DRO) and conditional value at risk. The proposed method employs a strategy that enhances coordination between provincial and local dispatch centers, making full use of local RESs while maintaining overall system safety. Two solution approaches, based on duality theory and a hybrid heuristic algorithm, are proposed to solve the complex model, improving the practicality of the strategy while ensuring optimal results. Simulation experiments using historical data of RESs from a region in Southwest China on the IEEE standard test system demonstrate the effectiveness and economic efficiency of the proposed methods.
