Zero- and Low-Carbon Energy Transition Policy System for Industrial Parks under Dual Carbon Goals
Against the backdrop of intensifying global climate change, China has put forward the "dual carbon" goal, that is, striving to achieve carbon peak by 2030 and carbon neutrality by 2060. As a concentrated area of economic activities, the energy consumption and carbon emissions of industrial parks occupy an important position in the country, and their low-carbon transformation is of key significance to achieve the "dual carbon" goal. This study systematically discusses the background, current situation analysis, transition path and policy research of the low-carbon transition of the park, and provides a comprehensive theoretical basis and policy suggestions for the low-carbon transition of the park. This study proposes a variety of low-carbon transition pathways, including supply-side pathways, demand-side pathways, integrated energy system pathways, and full life cycle pathways. The supply-side pathway focuses on optimizing the structure of energy production and supply, and promoting the development of renewable energy sources such as solar, wind and hydropower. The demand-side path focuses on improving energy efficiency, promoting energy-saving equipment, promoting energy-saving equipment and clean energy vehicles, and reducing energy consumption in the industrial and building sectors. In terms of integrated energy systems, the study emphasizes the integrated use of multiple renewable energy sources to improve energy efficiency through smart grids and energy storage technologies. In addition, a full life cycle management path from carbon screening, carbon planning, carbon construction, carbon optimization to carbon trading is proposed, which comprehensively covers all aspects of carbon emissions in the park.
