ABSTRACT The purpose of the research – identifying and taking preventive measures to eliminate legal violations committed by minors who have not reached the age of criminal responsibility. The methodology of the research – in studying the origins of the emergence of responsibility among minors who have not reached the age of criminal responsibility, research and analysis of the effects of their level of moral and psychological development on their behavior. The practical importance of the research – taking necessary measures to detect and prevent cases of involvement in criminal activities of minors who have not reached the age of criminal responsibility. The results of the research – development of prevention of legal offenses committed by minors who have not reached the age of criminal responsibility. The originality and scientific novelty of the research – in terms of determining the genesis of the emergence of responsibility of minors who have not reached the age of criminal responsibility, investigating the extent to which these individuals understand their actions in determining their responsibility.
