A INCLUSÃO DE PESSOAS COM DEFICIÊNCIA NO SERVIÇO PÚBLICO FEDERAL: ANÁLISE DA EFETIVIDADE DAS COTAS EM CONCURSOS PÚBLICOS E OS DESAFIOS PARA A GARANTIA DE ACESSIBILIDADE E IGUALDADE DE OPORTUNIDADES
Brazil has a population of over 212 million inhabitants, according to the IBGE. Of this total, approximately 18.6 million people aged 2 and over (8.9% of this age group) have some type of disability, whether visual, auditory, motor, or intellectual, according to data from the 2022 Continuous PNAD. This group faces significant challenges in accessing education and the labor market, making it difficult for them to compete on equal terms with those without disabilities. To ensure fairness and impartiality in filling public positions, the Federal Constitution mandates that public administration conduct competitive examinations with reserved vacancies for people with disabilities, as established by infraconstitutional legislation. In this article, we will request information from the Executive, Legislative, and Judiciary branches of the Union, as well as from the largest public companies and federal mixed-capital companies, regarding the total number of active employees and the proportion of people with disabilities among them. We will also analyze the most recent selection notices from these entities to verify whether they comply with the minimum quota requirement established by law.
