ASSESSMENT OF THE USEFULNESS OF PROPERTY FOR THE NEEDS OF SELF-DEFENSE: METHODOLOGY, PRACTICE AND CRITERIA FOR THE USEFULNESS OF PROPERTY IN WARTIME CONDITIONS. THEORETICAL ANALYSIS
In the context of a special operation, the importance of a holistic approach to analyzing the value and usefulness of confiscated property (including requisition, forced and voluntary seizure) increases. The lack of certain valuation standards creates legal ambiguity, increased corruption, and inappropriate asset allocation. The research aims to create a scientifically validated approach to property valuation that takes into account its tactical and technical usefulness, economic benefits, and legislative framework. Methodologies used: analysis of the regulatory framework (including the Civil Code of the Russian Federation, Federal Law No. 31-FZ, and other regulatory documents), creation and application of economic and mathematical models for calculating the total utility of assets. As a result of the proposed research, a method of integral cost calculation (IIP) has been developed, which makes it possible to classify assets according to their level of importance. The identified assessment difficulties include the subjectivity of assessments, the lack of compensation mechanisms, and differences in the needs of military and civilian populations. The developed approach is designed to unify confiscation processes and reduce the risk of corruption. The proposed method represents a new generation of scientific and practical standards that combine scientific accuracy (verifiability and reproducibility of results), ease of implementation, and the ability to adapt to changing operating conditions. Future work includes testing the methodology for various situations and military operations (Theater of operations) and legal consolidation within the framework of Russian mobilization planning, as well as testing the methodology in test regions and developing software to automate these calculations.
