Information Flow: a Model Aimed at Brazilian Public Administration

Objective: The objective of this study is to present the results of a study that sought to develop an information flow model applicable to organizations that directly or indirectly comprise the Brazilian public administration. The study also addresses the models discussed in the literature to support the construction of a flow that meets the needs of public administration. Theoretical Framework: The theoretical framework used sought to discuss the information flow models discussed in the literature. In this perspective, the works of Leitão (1985), Lesca and Almeida (1994), Forza and Salvador (2001), Beal (2004) and Valentim (2010) stand out, considered the driving forces behind studies on the subject, with their studies cited in several studies published today. Method: This is a qualitative research study, based on a literature review to understand the path of information and, in this way, build a model that supports Brazilian public administration. The data were obtained from the models discussed in the theoretical framework used. Results and Discussion: The results indicated that the models present in the literature allow for adaptation according to the specificities of organizations. However, in the case of the public sector, given the differences in the organizational processes that exist between the public and private sectors, it is necessary to develop a model that can be adapted between the organizations that make up the structure of public administration. Research Implications: The study made it possible to encourage debate on the construction of the flow of information in the public sphere and contribute to the improvement of public services available to society. It was also possible to establish interrelationships between information flows and information management and decision-making. Originality/Value: This study is a pioneer in proposing an information flow model for Brazilian public administration. Its originality lies in the creation of a flow that, in the organizational context, supports administrative processes in the public sphere, providing security and agility in the decision-making process.
