Evaluation of Innovation Policy in Vietnam

This study evaluates the effectiveness of innovation policies in Vietnam in the period 2016-2022 through quantitative analysis, surveying 197 organizations related to innovation activities, including state agencies, enterprises, associations and start-up support organizations. The results show that although the innovation ecosystem in Vietnam has made significant progress, core policy groups such as: market opening, FDI investment, intellectual property protection, transparent public bidding, and attracting high-quality human resources still have many shortcomings. The average score for evaluating the effectiveness of policies is only at a low average level (2.76/5), reflecting the lack of synchronization, overlap and limitations in implementation. The study recommends improving the institutional framework, promoting open innovation, enhancing transparency in public procurement, reforming the legal environment, and developing high-quality human resources to enhance national competitiveness in the era of knowledge economy.
