YOUTH ENTREPRENEURSHIP IN THE SYSTEM OF STRENGTHENING THE SOCIAL AND ECONOMIC POTENTIAL OF TERRITORIES
The article argues the advisability of searching for additional sources of strengthening the socioeconomic potential of the regions of the Russian Federation by activating the activities of small and mediumsized businesses in the context of sanction discrimination. In this regard, it is necessary to develop new approaches to the development of entrepreneurship, form an innovation-oriented business community, and involve young people in business processes as much as possible. It is noted that the advisability of activating the processes of developing youth entrepreneurship in Russia is due to a set of reasons, the most important of which is demographic — the “aging” of the population, expressed in an intensive reduction in the number of its working-age component. The tools used at the state level to involve young people in entrepreneurial activity are still not effective enough, so it is necessary to modernize approaches to the formation of business interests of young people, increase the efficiency of the implementation of federal programs and projects aimed at promoting innovation-oriented entrepreneurial activity within the framework of the implementation of the main directions of youth policy. In particular, at the regional level, it is proposed to create centers for the development of technological and social entrepreneurship (CTSE), which, firstly, will provide assistance in implementing the functions of universities as integrators of territorial entrepreneurial ecosystems, and, secondly, will provide consulting support for the processes of transforming start-ups into effectively functioning small and medium-sized businesses.
