FUNCTIONS OF LOCAL AUTHORITIES IN THE FIELD OF NATIONAL SECURITY OF UKRAINE

The article is the first to provide a systematic analysis of the functions of localauthorities in ensuring national security. The author presents arguments regarding thedeterminacy of this category for the effective establishment of a new concept of statepolicy in the context of the doctrine of victory in the Russian-Ukrainian war, and thecreation of the state security policy on an active and proactive basis.The author presents the foundations of the public law concept of formation of thesystem of local authorities in the field of security and defense, which is proposed to bedefined as the activities of local authorities in the field of national security coordinatedby goals and strategic priorities on the basis of systemic interaction, consisting of thepurpose, functions and tasks, guiding ideas, principles and methods, strategic narratives,and implemented by a set of related and coordinated measures within the powers of localauthorities defined by law.The content of the methodological approaches of the study is defined and disclosed:systemic and synergistic approaches, content and event analyzes, dialectical method. Itis substantiated that the idea of security is based and formed primarily on the ground and in specific communities, it is expressed through the implementation of certain functionsof the local authorities, which are integrated into the joint functionality of the nationalsecurity system and the state security policy in an organic synthesis.A number of key functions of the local authorities are allocated: informationanalytical, regulatory, protective, integrative, security and communicative. Twoapproaches to building a systemic model of public administration are proposed: systemicand structural, and their content is disclosed. It is emphasized that the key feature of themodel formation is functional. Additional arguments are provided that ensuring theinviolability of the State borders which may pass in a given area, and participation inensuring territorial integrity are components of higher-order processes: preservation ofthe constitutional order, balance of the institutional system, and State sovereignty.It is concluded that the countryʼs defense capability is based not only on the highreadiness of the security and defense forces to repel and repel armed aggression, but alsoon the real ability of local authorities to organize public administration in the field ofsecurity and defense. The author identifies the problematic field of formation of thefunctional structure of local authorities in the field of national security and defense: thelack of a developed category and conceptual system, insufficient differentiation ofsecurity and defense functions.The analysis of the key legal definitions provided in the security legislation made itpossible to establish that in each key concept the basic feature is functions.
