Research on the Governance Dilemmas and Countermeasures of NIMBY Conflicts: An Analysis Based on the NIMBY Conflict Incidents of Hemodialysis Centers in Chongqing

The phenomenon of NIMBY (Not In My Back Yard) conflicts has become increasingly prominent in the process of social development. In particular, it frequently triggers social contradictions in the construction of public facilities and the planning of industrial projects, posing a threat to economic development and social stability. Taking the NIMBY conflict incidents of hemodialysis centers in Chongqing as a starting point, this paper systematically explores the governance dilemmas and corresponding countermeasures of NIMBY conflicts in China by combining theory and practice. This paper aims to reveal the fundamental causes of this phenomenon and put forward effective prevention and solutions based on China’s national conditions, and to explore the governance dilemmas and countermeasures of NIMBY conflicts. Currently, the main root causes of NIMBY conflicts are concentrated in governance dilemmas such as the mutual lack of trust between residents, the government and enterprises, the absence of public participation, uneven distribution of benefits, and insufficient information communication. On this basis, this paper puts forward a series of practical countermeasure suggestions, including rebuilding the trust mechanism, improving the public participation mechanism, optimizing the benefit distribution mechanism, and strengthening the information communication mechanism, etc. Through these measures, it is possible to effectively promote the society’s understanding and support for the construction of public facilities, reduce the probability of conflicts, and enhance the sense of participation and belonging of the community. The practical application value of this paper lies in providing practical governance ideas for government departments and promoting the optimization and implementation of policies. At the same time, the proposed measures and strategies are also of great significance for enhancing residents’ sense of participation, strengthening social stability, and promoting harmonious development. By deeply exploring the mechanisms and methods of NIMBY conflict governance, this paper provides an important reference for improving the social governance environment and promoting the realization of public interests.
