Building Technological Partnership in New Conditions

The article deals with the implementation of the import substitution programme in Russia. The study of the import substitution process reveals the lack of mechanisms for organising domestic supply chains. A solution based on two aspects is proposed: prioritisation of final product output and formation of supply chains through technological partnership of Russian companies. We propose a definition and a variant of the organisation of interaction between technological partners, as well as a tool for assessing the current state of enterprises and selecting partners, which allows us to determine the optimal integration options with maximum synergistic effect. The research results in the formation of a new approach to the implementation of the import substitution programme, considering the prioritisation of final product output and the current state of Russian enterprises.
