Being an important means of modern public administration, social integration and civilized dialogue, problem management in public crisis management is not only a conceptual system related to good governance, democracy and harmony, but also a practical path subordinated to crisis management, political communication and public relations. In our country, “problem management” has not yet been included in the official system of discourse. Based on the political, economic and social realities, it is extremely important to create a problem management mechanism in public crisis management.
