International experience in managing the development of corporate culture

The article provides a comprehensive analysis of international experience in managing the development of corporate culture in the context of global transformations, public administration, and activities of territorial communities. It is substantiated that corporate culture is an integrating factor that ensures not only the internal cohesion of the organization but also its adaptability, innovation, and resilience to external challenges. It has been determined that in countries with a high level of institutional development, culture is considered a strategic resource of HRM policy, which forms a favorable organizational environment and increases the efficiency of management decisions. Particular attention is paid to the peculiarities of corporate culture formation in municipalities of the USA, Japan, Germany, and Scandinavian countries, where such tools as codes of ethics, mentoring systems, social responsibility programs, and digital communication platforms are used. It is shown that local governments’ corporate culture acts as an intermediary between the institution and citizens, affecting the level of trust, community image, and quality of public services. The author substantiates the expediency of localized adaptation of international experience in Ukrainian communities, considering cultural heterogeneity, low institutional stability, and the need to form an ethical infrastructure. Given the specifics of the Ukrainian socio-cultural context and the challenges of post-war reconstruction, developing management mechanisms capable of ensuring the technological modernization of government bodies and a profound value transformation of the public service’s internal environment is relevant. The author concludes that it is necessary to integrate global models into the governance system of Ukrainian communities based on openness, integrity, social cohesion, and a participatory approach. Keywords: corporate culture, international experience, personnel management, models of organizational culture, management practices, transformation of values.
