AN ANALYSIS OF CURRENT STATE OF VESSELS OF THE SERVICE-AUXILIARY AND TECHNICAL FLEETS OF UKRAINE AND DIRECTIONS FOR IMPROVING THEIR EFFICIENCY AND RELIABILITY
Due to the fact that the design of technical means and the creation of technologies for their construction should be based on the methodology of system analysis, be not only a way to obtain orderly design solutions, but also a tool for analyzing and synthesizing the corresponding structurally complex organizational and technical systems, a source of increasing the efficiency of their activities and development, this work has classified the fleets of oceanic, sea and river floating structures. At the first level of classification, the fleets are defined: transport, industry, serviceauxiliary, technical and fleets of vessels for sports, recreation and tourism. At the second level are the classes of vessels of these fleets. At the third level -types of vessels, and at the fourth -vessels of specific projects.Among the fleets, the position and purpose of the service-auxiliary fleet and technical fleet, which serve the transport and industrial fleets, port facilities, waterways and water areas, are determined, the composition of the vessels included in their structure is disclosed. These are classes of auxiliary, service, lifting-installation and industrial-economic vessels. An analysis of the current state of the vessels of the service-auxiliary and technical fleets of Ukraine was performed. The considerable age of most Ukrainian vessels of the service-auxiliary and technical fleet, which was revealed during the analysis of their condition, causes low productivity and poor reliability of the functioning of their fleets. In addition, there is a rather negative impact of their operation on the environment and shipping safety. This does not at all meet the requirements of the International Maritime Organization (IMO), which from 2002 proposes to use the Methodology of Formalized Safety Assessment, the main purpose of which is to increase the reliability of the operation of floating structures by controlling the risks of their creation and operation operations at all stages of the life cycle, starting with design. The process of designing vessels, which was and is currently carried out on a deterministic basis, does not at all meet the modern requirements of IMO.Therefore, the main meaning of the proposed concept of increasing the efficiency and reliability of service and auxiliary and technical fleets is a comprehensive approach, which at the initial stage of designing ships and floating structures should use the stochastic theory of conceptual design. This theory optimizes the design solutions of ships and floating structures not only in terms of efficiency, but also in terms of reliability and environmental friendliness and environmental protection.Key words: classification of
